Pandemic Protocol Rollback Plan

Introduction
Throughout the pandemic, we have put in place safety guidelines for the purpose of preventing further spread of the virus that causes COVID–19. This approach is rooted in our call as followers of Jesus to love and care for our neighbor for the sake of the common good even when it means we sacrifice a bit of our personal freedom. The members and friends of OSL have been exemplary in faithfully living out this holy calling for over a year.

It now appears that we are moving into a time when some of our safety guidelines may be relaxed without compromising the safety of the community. As a result, the following phased rollback of our pandemic protocols is being implemented with the understanding that we will continue to align our words and actions as a community of faith with the call we have received to love our neighbor.

Phase I

Required Benchmarks:
1. 7-day average of new cases in Minnehaha and Lincoln counties at or below 75 for two consecutive weeks.
2. COVID–19 occupied adult ICU beds in Sioux Empire at or below 25%.
3. Vaccine Group 1E is actively being vaccinated.

Changes to Safety Protocols:
1. When masked, worshipers may participate in unison speaking and singing.
• Includes funerals and weddings.
2. Refreshments will be served in The Gathering Place on Sunday mornings, 9:30–10:30.
• No self-serve; everything served from serving counter; Grab-and-Go allowed.
• Limited seating (four chairs per table; 15 tables).
3. Food may be served at funerals in the Gathering Place.
• No self-serve; everything plated and served from serving counter.
• Limited seating (four chairs per table; 15 tables).
4. Unmasked outdoor events may be held on campus.

Safety protocols that remain in place:
1. Wearing face masks will be modeled by staff and encouraged for indoor group activities.
2. Reduced room capacities.
3. Physical distancing guidelines.
4. Hand sanitizer and masks available throughout the facility.
5. HVAC fresh air exchange maximized; UVC emitters actively scrubbing circulated air.
6. Cleaning regimen.

Phase II

Required Benchmarks:
1. 7-day average of new cases in Minnehaha and Lincoln counties at or below 50 for two consecutive weeks.
2. COVID–19 occupied adult ICU beds in Sioux Empire at or below 25%.
3. Vaccine Group 1E is actively being vaccinated.

Changes to Safety Protocols:
1. Gathering Place seating increased to 30 tables, four chairs per table.

Safety Protocols That Remain in Place:
1. Wearing face masks will be modeled by staff and encouraged for indoor group activities.
2. Reduced room capacities.
3. Physical distancing guidelines.
4. Hand sanitizer and masks available throughout the facility.
5. HVAC fresh air exchange maximized; UVC emitters actively scrubbing circulated air.
6. Cleaning regimen.

Phase III

Benchmark:
1. Persons who qualify for Phase 2 of state vaccine plan are actively being vaccinated.

Changes to Safety Protocols:
1. Distancing restrictions removed in worship.
2. Room restrictions lifted.
• Eight chairs per table in the Gathering Place.

Safety Protocols That Remain in Place:
1. Wearing face masks will be encouraged for indoor activities.
2. Hand sanitizer and masks available throughout the facility.
3. HVAC fresh air exchange maximized; UVC emitters actively scrubbing circulated air.
4. Cleaning regimen.

Ministry beyond Worship

1. Faith Formation ministries are anticipating resuming in-person activities in September 2021.
2. Youth Ministry in-person activities are scheduled to resume after Easter 2021 (April).
3. Church groups are free to continue meeting using the format that best suits the group and will be expected to follow the protocols consistent with each respective phase of this plan.
4. Outside groups using OSL’s facility will be expected to follow the protocols consistent with each respective phase of this plan.
